Initially, the Council's activity was confined to the control of legal drafts submitted to the Office of the Council of Ministers by various Ministries. Due to the lack of means, it could not pretend to go further.

Thanks to this new support, the Council of Jurists will be able, within the Governmental legislative program, to cooperate with various ministries, at their request, in the drafting of their legal texts, so as to harmonize them with general principles governing the national legal order.

But in addition, and perhaps more importantly, the Council is henceforth assigned a double mission:

• a mission to disseminate the knowledge of the Khmer substantive law, targeting nationals as well as foreign jurists and investors in search of reliable translations;
• a doctrinal and pedagogical mission to provide critical discussion and scientific analysis of legal texts.

This bilingual web site is in keeping with the first objective. At the same time, a trilingual version (Khmer, English, French) of this web site has been created, targeting the huge majority of Khmer Nationals who do not have access to the Net. This version, looking exactly like this web site, will be installed, as a Word file, on the computers of all legal public institutions and updated every 6 months through floppy disks. We thus think we shall contribute significantly to the dissemination of the substantive law of Cambodia.

The Legal Database (UNDP, Office of the Council of Ministers), has been helpful in retrieving many Khmer texts as well as some texts in French or English that were not in the possesion of the Council of Jurists.

Initialement, l'action du Conseil s'est cantonnée dans le contrôle des projets de textes présentés au Conseil des Ministres à l'initiative des différents départements ministériels. Faute de moyens, il ne pouvait prétendre aller au delà.

Fort de cet appui nouveau, le Conseil des Juristes pourra être appelé, dans le cadre du programme législatif gouvernemental, à coopérer à leur demande avec les différents ministères dans la rédaction de textes relevant de leurs champs de compétence, afin de les mettre en harmonie avec les principes généraux qui commandent l'ordre juridique national.

Mais en outre et peut-être surtout, le Conseil se trouve désormais chargé d'une double fonction :

• une tâche de diffusion de la connaissance du nouveau droit positif khmer, tant auprès des nationaux que des juristes étrangers avides de traductions fiables;
• une mission pédagogique et doctrinale de discussion critique et de confrontation scientifique des textes.

Le présent site web bilingue s'inscrit dans le cadre du premier objectif. Simultanément, une version trilingue (Khmer, Français, Anglais) de ce site a été créée, visant le public khmer n'ayant pas accès à l'internet. Cette version, en tout point semblable au présent site web, sera installée sous le format Word-html, sur les ordinateurs de l'ensemble des cabinets ministériels et des institutions juridiques. Elle sera mise à jour tous les 3 mois, sur site, par le Conseil des juristes. Nous espérons ainsi contribuer significativement à la dissémination du droit positif cambodgien, tant à l'intérieur qu'à l'extérieur du Royaume.
