Royal Government of Cambodia,

• Having seen the Constitution of the Kingdom of Cambodia;
• Having seen the Kret of His Majesty the Kingdom of Cambodia, Samdech Preach NORODOM SIHANOUK VARMAN, dated November 1, 1993 on the Formation of the Royal Government;
• Having seen the Law on the Organization and Functioning of the Council of Ministers and its promulgation by Kram dated July 20, 1994; and

Pursuant to the main needs;

It is hereby decided:

Article 1:

To create the Council for Agriculture and Rural Development and Rehabilitation. The composition of the Council shall be as follows:

1. Samdech Hun Sen / Second Prime Minister / Chairman
2. H.E. Tav Seng Huo / Minister of Agriculture, Forestry, and Fisheries / Vice- Chairman
3. H.E. Keat Chhon / Senior Minister in charge of Rehabilitation and Development, Minister of Economy and Finances /Member
4. H.E. Thor Peng Leath / Governor of the National Bank of Cambodia / Member
5. H.E. Cham Prasidh / Minister of Commerce / Member
6. H.E. Chear Chanto / Minister of Planning / Member
7. H.E. Hong Sun Huot / Minister of Rural Development / Member
8. H.E. Nov Kanun / Co-Secretary of State in charge of the Cabinet of the Council of Ministers / Member
9. H.E. Tram Iv Tek / Secretary of State of Public Works and Transports / Member
10. H.E. Chum Bun Rong / Advisor to the Second Prime Minister / Member
11. Mr. Lim Kearn Ho / Chairman of Department of Hydrography and Meteorology / Member
12. Mr. Sarak Khann / Official of the Cabinet of the Council of Ministers / General Secretary

Article 2:

The Council for Agriculture and Rural Development and Rehabilitation shall function as the commanding unit in cooperation with relevant ministries and institutions, especially with the Council for the Development of Cambodia, the Ministry of Agriculture, Forestry, and Fisheries, and the Ministry of Rural Development, to obtain effectiveness and coherence in the implementation of the objectives specified in Article 3. The Council shall also have the right to decide the matters pertaining to logistics, funding, and other necessary activities to accomplish all of the objectives specified in Article 3.

Article 3:

The tasks of the Council for Agriculture and Rural Development and Rehabilitation shall be as follows:

• to manage and implement programs of the Government and the National Program to Rehabilitate and Develop Cambodia in order to develop the agriculture and rural areas, to transform the rice production in Cambodia from domestic usage towards international trade, and to reduce the disparities in incomes and opportunities between rural and urban areas,
• to set out priorities in the rehabilitation and development of the agriculture and rural areas in accordance with the programs of the Royal Government and the real situation.
• to operate and coordinate the components of economy, especially between private companies and ministries or government institutions in order to rehabilitate and develop the agriculture and rural areas.
• to review all project proposals pertaining to the rehabilitation and the development of agriculture and rural areas, to provide guidance to ministries or government institutions, and to report to and ask for advice on vital issues from the Royal Government.

Article 4:

The Council for Agriculture and Rural Development and Rehabilitation shall be assisted by a Secretariat.

Article 5:

All the members of the Council for Agriculture and Rural Development and Rehabilitation shall participate in meetings at the request of the Chairman.

Article 6:

The Council for Agriculture and Rural Development and Rehabilitation shall have the right to apply the seal of the Council of Ministers.

Article 7:

The Co-ministers in charge of the Cabinet of the Council of Ministers, the Minister of Agriculture, Forestry, and Fisheries, the Minister of Economy and Finances, the Governor of the National Bank of Cambodia, the Minister of Commerce, the Minister of Planning, the Minister of Rural Development, and Samdechs, Excellencies, all Ministers named in Article 1, all relevant ministries and provincial and municipal institutions shall implement this Sub-Decree from the date of its signatures.
