The organization and functioning of the

Ministry of Women's and Veteran's Affairs

HEREBY DECIDES

CHAPTER I : General provisions

Article 1

This Anukret determines the organisation of various entities of Ministry of Women's and Veteran's Affairs and determines the Ministry's mandate and roles of the general department and other departments.

CHAPTER II : Mandate and Structure

Article 2

The Ministry of Women's and Veteran's Affairs is delegated by the Royal government of Cambodia to head and govern the Women's and Veteran's Affairs of the Kingdom of Cambodia.

Article 3

The Ministry of Women's and Veteran's Affairs has the following roles and functions:

A/ The Women's affairs:

B/ The Veteran's Affairs:

Article 4

The organizational structures of the Ministry of Women's and Veteran's Affairs consists of:

The organizational structure of the Ministry of Women's and Veteran's Affairs is an annex to this Anukret.

CHAPTER III : The Minister's Cabinet

Article 5

The Minister's Cabinet shall be in charge of missions determined by the provisions of Anukret No. 20 ANK.P date April 30, 1996 as referred in the above principles regarding the functioning of ministries and state secretariats.

CHAPTER IV : The General Inspection Department

Article 6

The general inspection department has the following roles:

The general inspection department shall be headed by one general inspector and a number of deputy directors as assistants if necessary.

CHAPTER 5 : The General Affairs and Administrative Department

Article 7

The general affairs and administrative department has the following roles:

The general affairs and administrative department shall be headed by one director general and a number of deputy directors as assistants if necessary.

The general department shall have four departments as the following:

Article 8

The roles of the department of administration and personnel are:

A/ Administrative affairs:

B/ Personnel Affairs:

The department of administration and personnel shall be headed by one director and a number of deputy directors as assistants if necessary.

Article 9

The roles of the department of finance and logistics are:

A/ The Accounting and Financial Affairs:

B/ The logistic and equipment support:

The department of Finance and logistics shall be headed by one director and a number of deputy directors as assistants if necessary.

Article 10

The roles of the department of veteran's pension are:

The department Veteran pension shall be headed by one director and a number of deputy directors as assistants if necessary,

Article 11

The roles of the department of planning and statistics are:

The department of planning and statistics shall be headed by one director and a number of deputy directors as assistants if necessary.

CHAPTER 6 : The General Department of Technical Affairs

Article 12

The roles of the general department of technical affairs are:

The general department of technical affairs shall be headed by one director general and a number of deputy directors general as assistants if necessary.

The general department consists of five departments:

Article 13

The roles of the department of dissemination are:

The department of dissemination shall be headed by one director and number of deputy directors as assistants if necessary.

Article 14

The roles of the department of human resource development are:

The department of human resource development shall be headed by one director and a number of deputy directors as assistants if necessary.

Article 15

The roles of the department of family economic development are:

The department of family economic development shall be headed by one director and a number of deputy directors as assistants if necessary.

Article 16

The roles of the department of health care are:

The department of health care shall be headed by one director and a number of deputy directors as assistants if necessary.

Article 17

The roles of the department of veteran development are:

The department of veteran development shall be headed by one director and a number of deputy directors as assistants if necessary.

CHAPTER VII : The Financial Auditing Institution

Article 18

The Financial Auditing Institution shall be established by the Ministry of Economy and Finance under the terms of the provisions of Anukret No. 81 dated November 16, 1995 concerning the establishment of a financial auditing institution for the ministerial expenditure budget.

CHAPTER VIII : The Local Based Entity

Article 19

There shall be a provincial/municipal women and veteran office at each province/municipality to be in charge of implementating and co-ordinating the of ministry activities. At the district or sub-district level there shall be a Women's and Veteran's Affairs office which is in charge of and co-ordinating ministerial activities.

Article 20

The organization and functioning of the ministry at the central administration beginning from the levels below department ones shall be determined by a Prakas of the Ministry of Women's and Veteran's Affairs.

Article 21

Any roles/duties which are related to other competent institutions, the Minister of Women's and Veteran's Affairs and director of such institutions shall collaborate to allocate the responsibilities and perform such responsibilities by a joint Prakas of the Minister of Women's and Veteran's Affairs and directors of such institutions.

Article 22

The Anukret 24 ANKr-BK dated April 29, 1998 concerning the organization and functioning of the ministry of Women's and Veteran's Affairs and any provisions which are contrary to this Anukret shall be abrogated.

Article 23

The Minister in charge of the Council of relevant Ministers, Ministers, and state secretariats, relevant ministries, institutions shall be accountable for the enforcement of this Anukret from the date of signature herein.
