• Seen the Kret NS/RMK/1198/72 dated November 30, 1998 regarding the appointment of the Royal Government of Cambodia
• Seen the Preah Reach Kram 02/NS/94 dated July 20, 1994 promulgating the law on the organization and functioning of the Council of Ministers

The law on the establishment of Ministry of Women's and Veteran's Affairs adopted by the National Assembly on 13 August 1999 during its extraordinary session of its 2nd legislature and approved on its form and legal meanings by the Senate on 17 August 1999 during its extraordinary session of its 1st legislature, and declared in conformity with the Constitution by the Constitutional Council on 23 August 1999 with the following contents:

Law on the Establishment of the Ministry of Women's and Veteran's Affairs.

The Ministry of Women's and Veteran's Affairs is established to function under the Royal Government of Cambodia.

The Ministry of Women's and Veteran's Affairs is competent in governing and managing of Women's and Veterain's Affairs of the Kingdom of Cambodia.

The Ministry of Women's and Veteran's Affairs shall be functioning under the leadership of one Minister who may be assisted by Secretaries of State and/or under-Secretaries of State conforming to the necessity.

The structural organization and functioning of the Ministry of Women's and Veteran's Affairs shall be determined by a sub-decree.

Any provision that is in conflict with the provisions of this law, shall be void.

This law shall declared to be urgent.
