• Seen the Constitution of Cambodia;
• Seen the Kret of November 1, 1993 on the Formation of the Royal Government of Cambodia;
• Seen the Kret No. 1094-83 of October 24, 1994 on the reorganization of the Royal Government of Cambodia;
• Seen the Decree 35 on June 25, 1988 on the forestry management;
• Seen the Law on the organization and functioning of the Council of Ministers promulgated by Kram on July 20, 1994;
• At the request of the Minister of Agriculture, Forest and Fishery;

It is hereby decided:

To establish a National Committee named "National Committee for the Development and Implementation of the Forestry Policy".

The National Committee for the Development and Implementation of the Forestry Policy shall have the following composition:

1. The First Prime Minister Prince Norodom Ranaridh Co-Chairman
2. The Second Prime Minister Samdech Hun Sen Co-Chairman
3. Senior Minister and Minister of Economy and Finance Co-Vice Chairman
4. Minister of Agriculture, Forestry and Fishery Co-Vice Chairman
5. Representative of the Office of the Council of Ministers Member
6. Representative of CDC Member
7. Representative of the Ministry of Defense Member
8. Representative of the Ministry of Interior Member
9. Representative of the Ministry of Planning Member
10. Representative of the Ministry of Commerce Member
11. Representative of the Ministry of Environment Member
12. The Chief of the Forestry Department Executive Secretary

The National Committee for the Development and Implementation of the Forestry Policy shall be assisted by a Secretariat headed by an Executive Secretary that is under the Ministry of Agriculture, Forestry and Fishery. Members of the Secretariat shall be nominated by the Minister of Agriculture, Forestry and Fishery at the request of the Committee’s Executive Secretary.

The Committee shall have the right to use the seal of the Royal Government. The Secretariat of the Committee shall have the right to use the seal of the Ministry of Agriculture, Forestry and Fishery in order to carry out its duties.

The National Committee for the Development and Implementation of the Forestry Policy shall operate with the support of the National budget and the international organizations.

The Committee shall be responsible for defining the outlook, monitor and assess the forestry policy of Cambodia. Within this framework the Committee shall have the following major duties:

• Coordinate meetings between the Royal Government and international donors on forestry policy;
• Select and manage outside technical assistance;
• coordinate action of all related authorities in charge of forestry;
• Repair and submit reports on activities of the said committee to the Royal Government and donor countries. In addition, the Committee shall be responsible for initiating proposals and plans of action regarding forest policy of the nation.

The Co-Ministers of the Office of the Council of Ministers, the Senior Minister and Minister of Economy and Finance, the Minister of Agriculture, Forestry and Fishery, the CDC, the Co-Ministers of Defense, the Co-Ministers of Interior, the Minister of Planning, the Minister of Commerce, the Minister of Environment and the Chief of Forestry Department shall implement this Anukret effectively from the date of its signatures.
