ON THE ROLES, RESPONSIBILITIES AND THE ORGANIZATIONAL STRUCTURE
OF THE DEPARTMENT GENERAL OF THE ROYAL PALACE

The Royal Government of Cambodia,
- Having seen the Constitution of the Kingdom of Cambodia;
- Having seen the Kret dated June 19 and 21, 1993 of His Majesty the King of Cambodia, Samdech preah Norodom Sihanouk Varman, on the appointment of H.E Kong Samol as Deputy Prime Minister and Minister of the Royal Palace;
- Having seen "the letter of the Cabinet of His Majesty the King of Cambodia, Samdech Preah Norodom Sihanouk Varman" dated March 23, 1994; and
- Pursuant to the exigent needs;
It is hereby decided:
Article 1:
The General Department of the Royal Palace shall be administered by the Deputy Prime Minister and the Minister of the Royal Palace who shall be assisted by a number of officials.
The Roles and responsibilities of the General Department:
- to liaise with the National Assembly, the Royal Government, ministries or various provincial and municipal institutions on administrative and other related matters.
- to perform administrative and management matters of the General Department.
- to prepare receptions, audiences and official visits
- to manage the premises of the Royal Palace.
- to build, repair, maintain and protect royal residences in the Royal Palace and throughout the country.
- to make an inventory list of all assets and manage the royal estates, preserve national heritage and the royal museum.
- to prepare public religious and traditional ceremonies.
- to prepare decorations at the request the King and at the proposal of the Royal Government.
- to prepare and manage budget
- to organize bodyguards for the King
- to administer and supervise the civil servants in the General Department.
- to prepare and publish various documents, and manage the printing shop.
- to review and decide on requests for help of disaster victims.
- to prepare procedures for managing and allocating gifts donated to the King by various donors.
Article 2:
The General Department shall consist of 10 Departments, each consisting of subordinate offices as follows:
1. Administrative Department
- Administrative Office
- Personnel Office
2. Public Relations Department:
- Public Relations Office
- Audience Office
3. Planning and Accounting Department:
- Logistics Office
- Accounting Office
4. Construction Department:
- Construction and Repair Office
- Technical Office
5. Logistics and Disaster Department:
- Procedure Office
- Intervention Office
- Office of Gift Acceptance and Allocation
6. Transports Department:
- Automobile Control Office
- Garage
7. Royal Palace Management Department:
- Office in charge of the Management of the Royal Residence in Phnom Penh.
- Office in charge of the Management of the Royal Residence in provinces.
- Office in charge of the Management of the Royal Park and Garden.
8. Protocol Department:
- Protocol Office
- Religious Affairs Office
- Office in charge of the Royal Family and the Royal Records
9. Royal Bodyguards Department:
- Bodyguards Office
- Honorary Escort Office
10. Conservation Department:
- Maintenance and Repair Office
- Research and Project Office
- Tour Guides, Printing and Documentation Office
Each department shall be supervised by a Department Chief assisted by a Deputy Department Chief.
Each office shall be supervised by an Office Chief assisted by a Deputy Office Chief.
The roles and responsibilities of each department shall be determined by the Department Chief and shall be approved by the General Department Chief of the Royal Palace.
Article 3:
All departments subordinated to the General-Department shall implement this Declaration from the date of its signatures.
