Royal Government of Cambodia,

• Having seen the Constitution of the Kingdom of Cambodia;
• Having seen the Kret of His Majesty the King of Cambodia Samdech Preach Norodom Sihanouk Varman dated November 1, 1993 on the Appointment of the Royal Government; and
• Having seen the Law on the Organization and Functioning of the Council of Ministers promulgated by the Kram No. 02/94 dated July 20, 1994;

It is hereby decided:

Article 1:

To establish the Interministerial Technical Committee for Oil Exploration and Exploitation whose compositions is as follows:

1. H.E. Sok An Co-Minister of the Office of the Council of Ministers Co-Chairman
2. H.E. Veng Sereivuth Co-Minister of the Office of the Council of Ministers Co-Chairman
3. H.E. Pou Sothirak Minister of Industry, Mines and Energy member
4. H.E. Mok Mareth Minister of Environment member
5. H.E. Sun Chanthol Secretary of State of Economy and Finance member
6. H.E. Lu Lay Sreang Secretary of State of Commerce member
7. H.E. Tram Iv Tek Secretary of State of Public Works and Transport member
8. H.E. Uch Kim An Secretary of State of Foreign Affairs and International Cooperation member
9. H.E. Heng Vong Bunchhat, Advisor to the 1st Prime Minister member
10. H.E. Ho Naun Advisor to the 2nd Prime Minister member
11. H.E. Bun Hu Under Secretary of State of the Office the Council of Ministers member
12. H.E. Mai Sam Eoun Under-Secretary of State of Agriculture, Forestry and Fisheries member
13. H.E. Nhek Bunchhin Under-Secretary of State of Industry, Mines and Energy member

Article 2:

The Committee shall closely coordinate with all of ministries, relevant authorities, provinces and municipalities, especially with the CDC and the Ministry of Agriculture, Forestry and Fisheries and the Ministry of Environment for an efficient, harmonious and coherent performance.

Article 3:

The Committee shall have the following responsibilities:

• to study, research, and develop the Petroleum Law of the Kingdom of Cambodia.
• to examine all projects submitted by companies applying for investment in the oil exploration and exploitation sector.
• to coordinate and collaborate with authorities concerned and investors in order to prepare work plan and provide all conducive conditions for oil exploration and operation.
• to promote and supervise the implementation of regulations and policies of the Royal Government.
• to sign a number of normal documents after a decision by the Head of the Royal Government.
• to submit regularly progress report to the Royal Government.

Article 4:

The Committee’s members shall attend meeting(s) at the invitation and request of the Co- chairmen.

Article 5:

The Committee shall be chaired by the Co-chairmen.

Article 6:

The Committee shall have one secretariat at the Ministry of Agriculture and have the right to use the seal of the Ministry of Agriculture, Forestry and Fisheries.

Article 7:

The Co-Ministers of the Cabinet Office, the Minister of Industry, Mines and Energy, the Minister of Environment, the Minister of Economy and Finance, the Minister of Commerce, the Minister of Foreign Affairs and International Cooperation, the Minister of Public Works and Transports, all the personalities above-named in Article 1 and all ministries, institutions, provincial-municipalities administration shall implement this Anukret from the date of its signatures.
