ANUKRET
on
the
Creation of Committee for Integration of Civil Servants
into
the New Cadre
-
Having
seen the Constitution of the Kingdom of Cambodia;
-
Having
seen Reach Kram No. 02/NS/94, dated July 20, 1994, promulgating the Law on the
Organization and Functioning of the Council of Ministers;
-
Having
seen Reach Kret No. NS/RKT/1198/72 of November 30, 1998 on the Appointment of
the Royal Government of Cambodia;
-
Having
seen Reach Kram No. 06/NS/94 of October 26, 1994, promulgated the Law on the
Statute of Civil Servants of the Kingdom of Cambodia;
-
Having
seen Reach Kret No. CS/RKT/1297/273 of December 1, 1997 on the General
Principles for Organization of Public Functions;
-
Pursuant
to the need of required missions;
HEREBY
DECIDES
Article 1:
A Committee for Integration of Civil Servants
into the New Cadre shall be created in order to transfer into the four new
cadres: A, B, C, and D the civil servants who are serving their position and
functions in the cadre of central administration and at the provincial or
municipal level within the Kingdom of Cambodia.
Article 2:
A
Committee for Integration of Civil Servants into the New Cadre shall have the
composition as follows:

Member of the Council for Administrative Reform |

Representative of State Secretariat for Public Services |

Representative of the Ministry of Interior |
- |
|
8)
Representative of the Ministry of Health |

9)
Representative of the Ministry of Education, Youth and Sports |
- |
|
10)
Representative of the Ministry of Urbanization and Construction |
- |
|
11)
Representative of the Ministry of Public Works and Transports |
- |
|
12)
Representative of the Ministry of Agriculture, Forestry and Fisheries |
- |
|
13)
Representative of the Ministry of Culture and Fine Arts |
- |
|
14)
Representative of the Ministry of Industry, Mines and Energy |

Article 3:
The Chairman shall have the right to invite expert or representative of the Ministry or institution to attend the meeting when necessary.
Article 4:
The Committee for Integration of Civil Servants shall have the following roles and duties:
1)
To
examine, study, research, and instruct for preparation of particular statute of
other cadres of civil servants other than administrative ones with the relevant
ministry if necessary;
2)
To
study, research, and propose policies for classification and integration of
civil servants into the new cadres and submit to the Royal Government for
review and decision;
3)
To
design and enforce integration programs and instruct, follow up program
implementation at the ministerial or institutional levels;
4)
To
validate the results of integration of the civil servants into the new cadres
and submit to the Royal Government for review and decision; and
5)
To
coordinate with State Secretariat for Public Services and relevant ministry or
institutions in verifying and enter new data of integration into the
information technology system.
Article 5:
This
Committee shall be located at the Office of the Council of Ministers and
subject to a direct supervision of the Council for Administrative Reform.
Article 6:
The
Committee for Integration of Civil Servants shall function under the leadership
of the Chairman and is entitled to use the Council of Ministers' seal and
personnel of the Council of Administrative Reform if necessary.
Article 7:
The Minister in charge of the Council of
Ministers, the Minister of Economy and Finance, Secretary of State for public
Services, Ministers and Secretaries of State relevant ministries/institutions,
and His Excellencies, Messrs listed in Article 2 shall effectively implement
this Anukret according their respective duties from the date of signature.
