the Cancellation of Civil Servants from the Public
Cadre and
Payroll at the First Stage of Civil Servant Census

Having seen the Constitution
of the Kingdom of Cambodia;

Having seen Reach Kret NS/RKT/1198/72 of November 30, 1998
regarding the Appointment of the Royal Government of Cambodia;
-
Having seen Reach Kram 02/NS/94 of July 20, 1994, promulgating the
Law on the Organization and Functioning of the Council of Ministers;
-
Having seen Reach Kram
06/NS/94 of October 26, 1996, promulgating the Law on the General Statute of
Civil Servants of the Kingdom of Cambodia;
-
Having seen Reach Kret NS/RKT/0399/72 on the Creation of the
Supreme Council for State Reform;
-
Having seen Anukret 51/RKT/BK of June 10, 1999 on the Creation
of the Council for Administrative Reform;
-
Having seen Decision 60/SSR of August 31, 1999 on the Creation of
the Committee for Civil Servant Census and Function Analysis;
-
Pursuant to the decision of
the Council of Ministers made in the meeting of March 31, 2000 on the
administrative reforms;
The 3,063
civil servants of the ministries, institutions and provinces/municipalities as
listed in the attached Annex 1, who are absent without any reason, shall be
cancelled from the cadre.
Article 2:
The 581
deceased civil servants of the ministries, institutions and
provinces/municipalities as listed in the attached Annex 2, shall be cancelled
from the cadre.
Article 3:
560 civil servants of the
ministries, institutions and provinces/municipalities as listed in the attached
Annex 3, who reached ages of retirement shall be retired.
Article 4:
The payroll of 1,887 civil servants who have been transferred to work at the
ministries, institutions and provinces/municipalities as listed in the attached
Annex 4, shall be cancelled.
Article 5:
The cancellation from cadre, retirement,
cancellation from payroll of civil servants as stated in Articles 1, 2, 3, and
4 shall be properly implemented under the law and procedures in forces and all
of whom shall be cancelled from the payroll from September 2000 onwards.
Article 6:
The
Minister in charge of the Council of Ministers, the Minister of Economy and
Finance, the Secretary of State for Public Service, the Ministers and
Secretaries of State of all relevant ministries/institutions and provincial or
municipal governors and civil servants who are listed in Annexes 1, 2, 3 and 4[1]
shall implement this Anukret from the date of signature herein.
