DECISION
on the
Creation of National Steering Committee
for Technical Assistance Projects of the Asian Development Bank for the
Development of Cambodia Statistic System
(2000-2003)

Having seen the Constitution of the
Kingdom of Cambodia,
-
Having seen Kret NS/RKT/1198/72 of
November 30, 1998 on the Appointment of the Royal Government of Cambodia,
-
Having seen Kram 02/NS/94, dated July 20,
1994, promulgating the Law on the Organization and Functioning of the Council
of Ministers,
-
Having seen Kram NS/0196/11 of January 1,
1996 promulgated the Law on the Creation of the Ministry of Planning,
-
With reference to the Agreement between
the Royal Government of Cambodia and the Asian Development Bank of November 12,
1999 on the granting of third technical assistance package for strengthening
the national statistic system of Cambodia,
-
Pursuant to the proposal of the Ministry
of Planning,
HEREBY DECIDES
Article 1:
To form a
National Steering Committee for Technical Assistance Projects of the Asian
Development Bank for Development of Cambodia Statistic System (2000-2003).
Article 2:
The National
Steering Committee consists of the following members:

Article 3:
The
National Steering Committee shall have the following missions:
-
To
provide direction and guidance for implementation of the third technical
assistance of the Asian Development Bank (TA No. 3293);
-
To
resolve all policy and technical problems in performing the joint program in
the projects;
-
To
instruct and monitor the implementation of joint policies of statistic
coordination and cooperation with various government agencies;
-
To
establish and develop regional statistic systems;
-
To
promote the status and qualification of a statistic training entity;
-
To
prepare a statistic book and reconcile overlapping statistic activities and
lack of statistic data;

To
evaluate and adopt appropriate methods of observing all sectors and related
fields; and
-
To
design working mechanisms for government agencies for supporting the national
accounting development.
Article 4:
The
Steering Committee shall create a Technical Secretariat as an assisting entity
that is located at the Ministry of Planning.
Article 5:
The
members of this Steering Committee shall attend the meetings called by the
Chairman. In the event that the
Chairman is absent, the Vice-Chairman shall preside over the meeting.
Article 6:
The
Steering Committee shall meet every three months to consult and discuss the
agenda prepared by the Technical Secretariat.
An extraordinary meeting shall be convened in the case of emergency.
Article 7:
The
Steering Committee may invite specialized officials from relevant institutes to
attend the meeting and provide consultation on specialized matters if
necessary.
Article 8:
The
Steering Committee shall be entitled to use seal of the Ministry of Planning.
Article 9:
The Minister in charge of the Council of Ministers, the Minister of
Planning, the Minister of Economy and Finance, the Minister of Urbanization and
Construction, the Minister of Agriculture, Forestry and Fisheries, the Minister
of Public Works and Transport, the Minister of Posts and Telecommunication, the
Minster of Industry, Mines and Energy, the Minister of Tourism, the Minister of
Commerce, the Governor of the National Bank of Cambodia, Excellencies and the
interested persons listed in Article 2 shall effectively implement this
Decision from the date of signature.
