The Creation of National Council for Women

 

 

We,

Preah Bat Norodom Sihanouk,

King of the Kingdom of Cambodia,

 

-          Having seen the Constitution of the Kingdom of Cambodia;

-          Having seen Reach Kret NS/RKT/1198/72 of November 30, 1998 on the Appointment of the Royal Government of Cambodia;

-          Having seen Reach Kram 02/NS/94, dated July 20, 1994, promulgating the Law on the Organization and Functioning of the Council of Ministers;

-          Having seen Reach Kram NS/RKM/0999/10 of September 18, 1999, promulgating the Law on the Creation of the Ministry of Women’s and Veteran’s Affairs;

-          Having seen the Convention on the Elimination of All Forms of Discrimination Against Women that was ratified by the Kingdom of Cambodia on the 22nd of September 1992;

-          Pursuant to the proposal of Samdech Prime Minister with the approval of the Council of Ministers at its plenary session dated February 9, 2001.

 

ORDERS

 

Chapter 1: General Provisions

 

Article 1:

This Reach Kret determines the creation of Cambodian National Council for Women referred to as (“CNCW”). CNCW is a mechanism ensuring coordination and providing consultation to the Royal Government on the issues relating tot the promotion of status, roles, and social welfare of Cambodian aiming at reduction and elimination of all forms of discrimination against women and violence against women.

 

Chapter 1: Composition

 

Article 3:

The CNCW shall compose of the following members:

 

1.          HRH, the Queen The Prime Minister

2.          The Prime Minister

Vice Honorary Chairman

3.          The Minister of Women’s and Veteran’s Affairs

4.          One Secretary of State of the Ministry of Interior

5.          One Secretary of State of the Ministry of Justice

6.          One Secretary of State of the Ministry of Women’s and Veteran’s Affairs

Member

7.          One Secretary of State of the Ministry of Foreign Affairs and International Cooperation

Member

8.          One Secretary of State of the Ministry of Economy and Finance

Member

9.          One Secretary of State of the Ministry of Social Affairs, Labor, Vocational Training and Youth Rehabilitation

Member

10.       One Vice Secretary General of the Royal Government

Member

11.       One Secretary of State of the Ministry of Education, Youth and Sports

Member

12.       One Secretary of State of the Ministry of Rural Development

Member

13.       One Secretary of State of the Ministry of Culture and Fine Arts

Member

14.       One Secretary of State of the Ministry of Health

Member

15.       One Secretary of State of the Ministry of Tourism

Member

16.       One Secretary of State of the Ministry of Information

Article 3:

CNCW has additional rights to liaison with institutions, ministries, civil society, international organizations, and other donor countries at its discretion to participate, provide consultations or to act as an observer when called by the CNCW.

 

Chapter 3: Roles, Structure, and the Functioning of the CNCW

Article 7:

Ordinary meeting of the CNCW shall convene once every three months. In case of emergency, an extra-ordinary meeting of the CNCW may be convened and chaired by the Minister of Women’s and Veteran’s Affairs.

 

Once every year, the CNCW shall conclude an achievement report for submission to the CNCW’s meeting chaired by the HRH. The Queen, Honorary Chairman and Samdech Prime Minister, Vice-Honorary Chairman on the achievements, work programs to be coordinated, and recommendations to be issued by CNCW.

 

Article 8:

The CNCW shall have its separate internal regulation and seal.

 

Chapter 4: Budget

 

Article 9:

The CNCW shall its separate budget as supplemented budget to the Ministry of Women’s and Veteran’s Affairs. The two sources of budget are:

 

 

Chapter 5: Final Provisions

Article 10:

Any provisions that are contrary to this Royal Decree shall be deemed abrogated.

 

Article 11:  

The Prime Minister of the Royal Government of Cambodia shall implement this Royal Decree from the date of signature.
