JOINT PRAKAS
of the Ministry of Economy and Finance and Ministry
of Mines and Energy
on the Application of New Consumption Rate of
Electricity
for Phnom
Penh and Kandal Province

- Having seen the
constitution of the Kingdom of Cambodia;
- Having seen Reach Kret
NS/RKT/1198/72 of November 30, 1998 on the Appointment of the Royal Government
of Cambodia;
- Having seen Reach Kret
CS/RKT/0396/10 of March 9, 1996 on the Creation of ELECTRICITÉ DU CAMBODGE (Electricity of Cambodia);
- Pursuant to Letter 1105/SCN/MIME of July 10, 2000 on the Decision of the Government regarding New Price List of Electricity for Phnom Penh and Kadndal province;
Article 1:
To declare an application of New Price List
of Electricity for Phnom Penh and Kadndal province as follows:
1) There shall be three types of price rates for citizen residences:
- 350 Riels per 1KWh for monthly consumption of or less than
50KWh;
- 550 Riels per 1KWh for monthly consumption from 51KWh to 100KWh;
and
- 650 Riels per 1KWh for any monthly consumption that is more than
100KWh.
2) There shall be one price rate of 700 Riels per 1KWh for all
kinds of public institutions.
3) There shall be one price rate of 800 Riels per 1KWh for offices
of international organizations, foreign residences, and all kinds of diplomatic
missions/embassies.
4)
There
shall be four price rates for business places (hotels, guest houses, clubs,
shops, private banks, offices of private companies, etc.) as the following:
- 650 Riels per 1KWh for small business enterprise;
- 600 Riels per 1KWh for medium business enterprise;
- 500 Riels per 1KWh for large business enterprise;
- 480 Riels per 1KWh for any business enterprise that consumes
medium voltage.
5) There shall be four kinds of price rates for industries and
handicrafts:
- 600 Riels per 1KWh for small industries;
- 550 Riels per 1KWh for medium industries;
- 500 Riels per 1KWh for large industries;
- 480 Riels per 1KWh for any business enterprise that consumes
medium voltage.
Article 2:
The value added tax (VAT) shall not be
included in the electricity rate stated in Article 1.
Article 3:
The small, medium, large and medium power
categories of customers that are business enterprises (hotels, guest houses,
clubs, shops, private banks, offices of private company etc.) and customers
that are industries and handicrafts shall be determined as follows:
Small: Customers whose consumption is connected to
public distribution network with a power of 220Volts or 380Volts.
Medium: Customers whose consumption
is directly connected to distribution cabin on a low voltage channel and a meter
was installed on such low voltage channel. Such customers shall comply with
consumption requirement of at least 20,000KWh per month. If the consumption is
less than such voltage the terms and conditions of contract between the
Electricté du Cambodge shall apply.
Large: Customers who own electricity cabin or
customers who consume one part of public cabin and the meter is installed in or
close to their cabin of consumption. Such customers shall comply with
consumption requirement of at least 50,000KWh per month. If the consumption is
less than such voltage the terms and conditions of contract between the
Electricté du Cambodge shall apply.
Medium voltage: Customers whose consumption
connected to medium voltage network and meters are installed for medium voltage
consumption. Such customers shall comply with consumption requirement of at
least 80,000KWh per month. If the consumption is less than such voltage the
terms and conditions of contract between the Electricté du Cambodge shall
apply.
Article 4:
This Prakas shall have application effect
upon all electricity invoices issued to the customers from the 1st
of September 2000 onwards and consumption from August 2000.
Article 5:
Any Prakas and Decision s that are contrary
to this Joint Prakas shall be deemed abrogated.
