Ministry Net Telephony Ruling

The Ministry of Post and Telecommunications have requested that we pass on to all of our users a recent ruling. "Any use of telephony via Internet or any business which offers telephony service via Internet is strictly prohibited. Any person who violates the above shall be penalised according to the law." A full version of the declaration is available in Khmer and English in our offices.

Email virus

There have been many hoax virus warnings recently but this one is for real. If you receive an email with an attachment called Happy99.exe then DO NOT run the program. Even with a good anti-virus program running you will not detect the virus unless you have updated your virus definition files in the last two weeks ! If you have already been infected by this virus you will find that you cannot send large attachments via email. Also any emails you do send out will have the virus included as an attachment making you very unpopular. The good news is that the virus can be removed as described on the Norton Anti-virus web site which is included here for convenience only:-

  • delete WINDOWS\SYSTEM\SKA.EXE
  • delete WINDOWS\SYSTEM\SKA.DLL
  • replace WINDOWS\SYSTEM\WSOCK32.DLL with WINDOWS\SYSTEM\WSOCK32.SKA
  • delete the downloaded file, usually named HAPPY99.EXE
  • If you understand the Windows Registry you should also remove the following entry :- HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnce=SKA.EXE
