GUIDELINES

FOR

JAPANESE GRANT ASSISTANCE

FOR GRASS-ROOTS PROJECTS (KUSANONE)

FOR F.Y. 2001 

 

In 1989, the Government of Japan introduced a new grant aid scheme aimed to meet a variety of "Grass-Roots" development needs of developing countries.
 

This aid scheme started in 1992 in Cambodia, and since then many requests have been submitted to the Japanese Embassy for funding various projects. The suitable applicant is NGO, Educational Institution (except for higher educational institution), Medical Institution, and local government.

 

Sectors of the project are:
 

1)      agriculture, forestry and fishery

2)      income generation and vocational training

3)      education and study

4)      health

5)      rural development (basic infrastructure)

6)      water supply and sanitation

7)      social welfare (orphan, street children, the disabled, the aged)

8)      refugee

9)      small scale disaster

10)  environment,

11)  Women in Development

 

Although proposals for a wide range of projects have been submitted to the Embassy of Japan, most of the projects funded are in the education and health sectors. Grants have been used for building schools, hospitals, training centers and supplying equipment for these facilities.
 

Conditions

 

1)      This assistance mainly covers facilities and equipment only.  The recurrent (operational and administrative) cost cannot be included in the request.

2)      Requests amounting to beyond 10 million Yen (approximately US$90,000 for F.Y.2001) in principle cannot be approved.

3)      In principle, the same project cannot be assisted for two or more successive years.

4)      Priority will be put on projects that contribute their own funds toward the cost.

5)      Required equipment should be procured locally, not abroad.


Applications

 

1)      Entities wishing to obtain KUSANONE are required to submit an application form to the Japanese Embassy. Application form for KUSANONE is available from the Economic Cooperation Section of the Embassy of Japan.

2)      Applicant is required to officially submit the following documents to the Embassy:

i)        An official request letter addressed to Mr. Gotaro OGAWA, Japanese Ambassador to the Kingdom of Cambodia.

ii)       A completed KUSANONE application form.

iii)     Written cost estimates for the facilities and/or equipment from at least three local suppliers.

iv)     A map showing the project site and its address (including some information like how far from Phnom Penh).

v)      Design specifications of the project (including its size).

vi)     Several photographs of the project site.

vii)   Other supporting information, if any, such as a detailed explanation of the applicant.

3)      On receiving a completed application form, the Embassy makes preliminary studies on the content, cost, expected economic and social impact. Then the Embassy will contact applicants who are possible recipients for more information.

 

Procedure after approval

 

1)      Contract between the Japanese Embassy and the Recipient.

The Japanese Embassy and the applicant will conclude a Grant Contract (GC), which includes the title, purpose and the content of the project, the name of the recipient, the ceiling of KUSANONE funds to be provided, and a 'proper use' clause.

2)      Disbursement of Funds.

The recipient then concludes a procurement contract (PC) for goods and/or services with each supplier. The Embassy reviews the PC (or estimate) to confirm whether the costs are appropriate and, if deemed appropriate, disburses the funds.

3)      Public Relations.

When the project is completed, the recipient will be expected to identify the assistance provided by the Japanese Government through, for example, the setting up of a signboard.

4)      Reporting.

The KUSANONE recipient is required to report on the status of the project during the project's implementation and following its completion. In the interest of ensuring that KUSANONE funds are being used for the purposes agreed on, Japanese Embassy officials might visit the project site.

 

NB. Recipient Organizations that use the grant in ways other than specified in the contract or fail to report on the progress, implementation and impact of the project, may be requested to reimburse the grant and will not receive further assistance from the Embassy of Japan in the future.
