This ceremony is to celebrate the commencement of the urgent rehabilitation work of the Sihanoukville Port and will be held under the presence of Samdech HUN SEN, Prime Minister of the Royal Government of Cambodia, Mr. KOJI TANAMI, Deputy Governor and Managing Director of Japan International Cooperation Bank (JBIC) and Mr. GOTARO OGAWA, Ambassador of Japan to the Kingdom of Cambodia.

With a view to promoting the economic stabilization and development efforts of the Kingdom of Cambodia, the Government of Japan has decided to extend a loan in Japanese yen up to the amount of \ 4,142,000,000 (approximately equivalent to US$ 39 million) to the Royal Government of Cambodia for the first time in the last thirty years.

The Notes to this effect and the Loan Agreement were exchanged on September 24, 1999, respectively between the two governments and between the Ministry of Economy and Finance and JBIC, which was at that time called Overseas Economic Cooperation Fund (OECF), an implementation agency of the Government of Japan's ODA Loans.

The project, which is implemented by the Sihanoukville Port Authority, Ministry of Public Works and Transport, includes construction of a 240m new container berth, land reclamation in the back yard for a 60,000Sq.m new container terminal, container facilities, and a dredge work in the Port.

This project, with the conjunction of the National Road No. 4, is expected to greatly contribute to boosting the economic growth of Cambodia by enabling mass transport to and from Phnom Penh by sea route.
