Exchange of Notes for Japan's ODA
For Three projects

Project for Improvement of Equipment for Demining Activities (Phase III)
Project for Rural Drinking Water Supply in Peri-Urban of Phnom Penh City
Project for the Supply of TV Programmes to the National Television of Cambodia (TVK)

In response to the request from the Royal Government of Cambodia, the Government of Japan has decided to extend Grant Aid assistance of up to one billion six hundred twenty million and four hundred thousand Yen (¥ 1,620,400,000), approximately equivalent to twelve million eight hundred and sixty thousand US dollars (US$ 12,860,000), for the three following Projects:

  1. Project for Improvement of Equipment for Demining Activities (Phase III) (¥798,000,000)
  2. Project for Rural Drinking Water Supply in Peri-Urban of Phnom Penh City
    (¥ 784,000,000)
  3. Project for the Supply of TV Programs to the National Television of Cambodia (TVK) (¥38,400,000)

The Notes to these effects will be exchanged on June 13, 2002 at 09:30 a.m. at the Ministry of Foreign Affairs and International Cooperation, between H.E. Mr. HOR Namhong, Senior Minister, Minister of Foreign Affairs and International Cooperation and H.E. Mr. Gotaro OGAWA, Ambassador of Japan to the Kingdom of Cambodia.

1- Project for Improvement of Equipment for Demining Activities (Phase III)
(¥ 798,000,000)

Cambodia is one of the most heavily land-mine contaminated countries in the world resulting from decades of civil war. Last year, there were 800 mine casualties. In the objective of assisting CMAC's demining activities to meet the urgent need of mine affected communities as early as possible, this Phase III grant is provided to follow up the Phase I and Phase II of this project by providing equipments required for improvement of demining operation and technology.

2- Project for Rural Drinking Water Supply in Peri-Urban of Phnom Penh City
(¥ 784,000,000)

For the purpose of improving the living standard of rural population by means of developing groundwater supply for drinking, this project is to drill 165 deep wells equipped with hand-pumps in 60 villages of Peri-Urban of Phnom Penh City in Dangko, Ruessey Keo and Mean Chey districts. This project would supply safe drinking water for the benefit of approximately 29,200 residents. In addition, the Village Development Committee (VDC) and Water Point Committee (WPC) are to be established to build well facilities with the community participation, and to ensure a sustainable and smooth operation and maintenance of the facilities by the beneficiary residents.

3- Project for the Supply of TV Programmes to the National Television of Cambodia (TVK) (¥ 38,400,000)
This project is to provide 314 TV programs to the National Television of Cambodia (TVK) in order to contribute to the promotion of cultural and educational activities in Cambodia. Among these 314 programs, 192 programs are documentaries and the other 122 are educational programs. This is the second time that the Government of Japan provides TV programs to the TVK following the first one of 479 programs in 1995.
