Exchange of Notes for Japan's ODA

Under the high presence of

With a view to further strengthening friendly and cooperative relations between Japan and Cambodia, the Government of Japan has decided to extend Grant Aid assistance of up to two billion four hundred and twenty-two million yen (\ 2,422,000,000) approximately equivalent to US$ 20,500,000 , to enable the Royal Government of Cambodia to implement two following projects:

  1. Project for Flood Protection and Drainage Improvement in the Municipality of Phnom Penh (\2,056,000,000)
  2. Project for Human Resource Development Scholarship(\ 366,000,000)

The Notes to these effects will be exchanged on August 27, 2002 at 04:30 p.m. at the Ministry of Foreign Affairs and International Cooperation, under the high presence of Samdech HUN SEN Prime Minister of the Royal Government of Cambodia, between H.E. Mr. HOR Namhong, Senior Minister, Minister of Foreign Affairs and International Cooperation and H.E. Mr. Gotaro OGAWA, Ambassador of Japan to the Kingdom of Cambodia.

1- Project for Flood Protection and Drainage Improvement in the Municipality of Phnom Penh(\ 2,056,000,000)

Since all of the drainage facilities are currently in a dilapidated condition, the Municipality of Phnom Penh has been suffering from regular flooding and from subsequent damages brought about by stagnant wastewater in low land areas. These poor conditions represent serious constraints to the citizens' living environment and to the socio-economic development not only of the Municipality of Phnom Penh but of the country in general. This project is to:

  • Improve the Svay Pak Drainage Sluiceway
  • Reinforce the Boeung Tumpun Dike
  • Improve the Stung Meanchey Drainage Channel Downstream
  • Improve the Boeung Tumpun Inlet Channel
  • Improve the Boeung Salang Drainage channel Downstream
  • Construct a new Boeung Tumpun Pumping Station
  • Construct a Tumnup Toek Drainage Sluiceway
  • Construct a Boeung Salang Drainage Sluiceway
  • 2- Project for Human Resource Development Scholarship
    (\ 366,000,000)

    Japan's Human Resource Development Scholarship, which started in Cambodia since the year 2000, is to support the Royal Government of Cambodia in its efforts towards human resource development by providing scholarship for Cambodian youths (under 35 years old) with special priority to young government officials. The scholarship will be provided to 20 Cambodians mainly for the master degree in order to conduct academic researches necessary for the development of the country as well as promotion of market economy, especially in the fields of economics, international relations, agriculture, rural development and civil engineering.

    Since the starting of this program, in 2000, the total of 40 successful Cambodian students have already been gone to Japan for study in their respective universities.
