2. QUALIFICATIONS
- Nationality: Applicants must have nationality to which the scholarships are offered.
- Age: Applicants must be at from seventeen to twenty-one years old as of April 1, 2003 (i.e. born on between April 2, 1981 and April 1, 1986).
- Academic Background: Applicants must have graduated from a school equivalent to the senior high school in
Japan and have completed at least eleven year regular school education. (Those who will satisfy the above qualifications by March, 2003 may apply.)
- Japanese Language: Applicants must learn the Japanese language and receive education in the
Japanese language.
- Health: Applicants must have no infectious diseases. In view of expected psychological burden due to cultural and environmental
changes, mental as well as physical health is an essential prerequisite. Those who wish to major in
Mercantile Marine must have eyesight better than 0.6 (corrected eyesight) and no color-blindness.
- Arrival in Japan: Applicants must be able to leave for and arrive in Japan between the
1st and the 7th of April, 2003.

3. TERM OF SCHOLARSHIP
The awards are tenable for four years from April, 2003 to March, 2007, except for those
majoring in Mercantile Marine, who are granted four and a half years up to September, 2007.
*A few grantees who have been recognized as having special reasons to continue study in an advanced course in a
college of technology or in a Japanese university (transferred as a junior) after graduation from the
college of technology, may have the term of scholarship extended, if excellent results have been achieved in studies at the
college of technology and passed the prescribed screening by MEXT. In the above case, the extended term is two years at the maximum subject to passing the entrance examination, and no extension shall be made beyond this period.

4. SCHOLARSHIP BENEFITS
Allowance: 142,000 yen (will be changed in 2003. It might also be a case of rearrangement) per month will be given to each grantee with the understanding that the scholarship
will be suspended in the case in which a grantee is long absent from the
college of technology.
- Transportation:
Transportation to Japan: The grantee will be supplied, according to his/her itinerary as designated by MEXT. with a tourist class air ticket from the international airport nearest to his/her home address to the New Tokyo International Airport.
Transportation from Japan: The grantee who goes back to his home country within the fixed period after the expiration of his/her scholarship will be supplied, upon application, with a tourist class air ticket from the New Tokyo International Airport (or the international airport nearest to the
college of technology at which he/ she studied, on condition that it is less expensive to leave from that airport) to the international airport nearest to his/her home address.
*Any aviation and accident insurance to and from Japan shall be borne by the applicant.
Arrival Allowance: The sum of 25,000 yen will be given to the grantee on arrival.
School Fees: Fees of the entrance examination, matriculation and tuition at the
college of technology will be compensated by Japanese Government.
- Accommodations:
For the first one year after their arrival in Japan, the grantees
shall reside at one of the Foreign Students Houses operated by the Association of International Education,
Japan. If there is no vacancy there, the Association will arrange rooms in private homes in co-operation with the
college of technology.
The grantees who have completed the Japanese language course may reside at the dormitory of the college of technology.
*All the students including the grantees in many
colleges of technology must reside at their respective dormitories in view of educational consideration
Students may receive a subsidy for part of the medical expenses in Japan.
*The allowance, special housing service and subventions mentioned in the above items (3), (5)-a, and (6) are carried out by the Association of International Education,
Japan (AIEJ). AIEJ, founded in 1957, runs foreign students houses in Tokyo, Osaka and Kobe performs various activities for foreign students in cooperation with MEXT and the
college of technology in Japan.

5. SELECTlON
The Japanese Embassy will, in cooperation with the foreign governments concerned, select preliminary candidates from among applicants by means of an interview and academic examination (2 subjects; Mathematics and Physics or Chemistry) and a review of the submitted documents.
Results of preliminary screening will be announced on the date designated by
Japanese Embassy / Consulate General.
Those who have been selected as the preliminary candidates will be recommended to MEXT.
MEXT will select the grantees from among those recommended.
*During the preliminary selection process, a Japanese language test will be given to screen applicants for the level of language instruction to be given in
Japan.

6. TECHNICAL COLLEGE EDUCATION
The grantees will be enrolled in a Japanese language school designated by MEXT and
will be given a one year course in the Japanese language and other subjects as preliminary education to the college of technology education.
A grantee who has completed the prescribed course at the Japanese language school
will go on to a college of technology. Placement of grantees to a college of technology will be made by MEXT after consultation with the college concerned. No objection by the grantee shall be made regarding college placement.
Though the college of technology system has a five year course which follows junior high school education, the grantees of this program will be enrolled into the third-year class of the college of technology and study a professional
subject for three years (for those majoring in Mercantile Marine, for three years and six months). A grantee
will receive a certificate after completing the required course of study at the college of technology.
At the college of technology, all the instructions such as lectures, experiments and practical training are given in the Japanese language.

7. APPLICATION PROCEDURE

8. NOTES
More detailed information on this scholarship program is available at Japanese Embassy/Consulate General.
A grantee will be deprived of his/her scholarship in any of the following cases:
- A false statement has been made on his/her application dossiers.
- He/she violates any article of his/her pledge to the Monbukagaku-daijin (the Minister of Education, Culture, Sports, Science and Technology).
- He/she has been subjected to disciplinary action by the college of technology or the Japanese language school or has no prospect for academic achievement (e.g. Failure to achieve a satisfactory level in the Japanese language or in his/her
major subject)
- His / Her status has been changed into another one than "College Student".
A grantee is advised to learn the Japanese language and to have some information on Japanese climate, customs and manners, and college of technology education and conditions in general before coming to Japan.
It is highly recommended that a grantee should bring approximately US $1,000 or the equivalent to cover immediate needs after arrival in Japan.
The amounts of the allowance and the arrival allowance described in Section 4 are subject to budgetary variation.
