JAPANESE GOVERNMENT
(MONBUKAGAKUSHO:MEXT) SCHOLARSHIP FOR 2003
(SENSHU-GAKKO STUDENT)

MEXT (Ministry of Education, Culture, Sports, Science and Technology, Government of Japan) offers scholarships to foreign students who wish to study at a Japanese Senshu-gakko (professional training school) for the academic year 2003 under the Japanese Government (MEXT) Scholarship program as follows.

*Applicants who choose (14) "Other fields of study" should write in detail regarding their plan of study in the space marked "Field of study specialized in Japan" on the application form.

**It may be difficult to find a "Senshu-gakko" for applicants who choose (14) "Other fields of study"

(e.g. there is no available curriculum in such fields as Agriculture, Nursing, etc. in "Senshu-gakko" )

2. QUALIFICATIONS

  1. Nationality: Applicants must have nationality to which the scholarships are offered.

  2. Age: Applicants must be from seventeen to twenty-one years old as of April 1, 2003 (i.e. born on between April 2, 1981 and April 1, 1986).

  3. Academic Background: Applicants must have either completed a twelve year regular course of school education or graduated from a school equivalent to the senior high school in Japan. (Those who will satisfy the above qualifications by March, 2003 may apply.)

  4. Japanese Language: Applicants must learn the Japanese language and receive Senshu-gakko education in the Japanese language.

  5. Health: Applicants must have no infectious diseases. In view of expected psychological burden due to cultural and environmental changes, mental as well as physical health in an essential prerequisite.

  6. Arrival in Japan: Applicants must be able to leave for and arrive in Japan between the 1st and the 7th of April, 2003.

Military personnel and military civilian employees registered on the active list are excluded.

The grants may be cancelled if grantees fail to arrive in Japan by the appointed date.

An applicant who has been awarded a Japanese Government Scholarship will in the past not be selected as a grantee.

3. TERM OF SCHOLARSHIP

The awards are tenable for three years from April 2003 to March 2006. The term of scholarship shall not be extended.

4. SCHOLARSHIP BENEFITS

  1. Allowance: 142,000 yen ( will be changed in 2003. It might also be a case of rearrangement) per month will be given to each grantee during the term of his/her scholarship, with the understanding that the scholarship will be suspended in the case in which a grantee is long absent from the school.

  2. Transportation:

    1. Transportation to Japan : The grantee will be supplied, according to his/her itinerary as designated by MEXT, with a tourist class air ticket from the international airport nearest to his/her home address to the New Tokyo International Airport or the international airport designated by MEXT.

    2. Transportation from Japan: The grantee who goes back to his/her home country within the fixed period after the expiration of his/her scholarship will be supplied, upon application, with a tourist class ticket from the New Tokyo International Airport (or the international airport nearest to the school at which he/she studied, on condition that it is less expensive to leave from that airport) to the international airport nearest to his/her home address.

      * Any aviation and accident insurance to and from Japan shall be borne by the applicant.

  3. Arrival Allowance: The sum of 25,000 yen will be given to the grantee on arrival.



  4. School Fees: Fees of the entrance examination, matriculation and tuition at school will be compensated by Japanese Government.



  5. Accommodations:

    1. For the first one year after their arrival in Japan, the grantees shall reside either at one of the Foreign Students Houses operated by the Association of International Education, Japan or at a dormitory arranged by the Japanese language school at which the grantees are enrolled.

    2. The grantees who have completed the course of Japanese language school may continue to reside at the Foreign Student House or at the rooms in private homes arranged by the Association and the Senshu-gakko concerned.


  6. Students may receive subvention for part of the medical expenses in Japan.

    *The allowance, and subventions mentioned in the above items 3, 5-a, and 6 are carried out by the Association of International Education, Japan (AIEJ). AIEJ, founded in 1957, runs foreign students houses in Tokyo, Osaka and Kobe performs various activities for foreign students in cooperation with MEXT and schools in Japan.

5. SELECTION

  1. The Japanese Embassy will, in cooperation with the foreign governments concerned, select preliminary candidates from among applicants by means of an interview and academic examination (2 subjects; Mathematics and English) and a review of the submitted documents.

  2. Results of preliminary screening will be announced on the date designated by Japanese Embassy / Consulate General.

  3. Those who have been selected as preliminary candidates will be recommended to the MEXT.

  4. MEXT will select grantees from among those recommended.

    *During the preliminary selection process, a Japanese language test will be given to screen applicants for the level of language education to be given in Japan.

6. SENSHU-GAKKO EDUCATION

  1. The grantees will be enrolled in Japanese language schools designated by MEXT and will be given a one-year course in the Japanese language and other subjects as preliminary education to the Senshu-gakko education.

  2. A grantee who has completed the prescribed course at the Japanese language school will go on to a Senshu-gakko. Placement of grantees to Senshu-gakko will be made by MEXT after consultation with the school concerned. No objection by the grantee shall be made regarding Senshu-gakko placement.

  3. The grantees of this program will be enrolled into the advanced professional course of the Senshu-gakko which follows senior high school education and study the professional subjects for two years. A grantee will get a certificate after completing the required course of study at the Senshu-gakko.

  4. At the Senshu-gakko, all the instructions such as lectures, experiments and practical training are given in the Japanese language.

  5. A grantee cannot enter the university or other institute under the Japanese Government (MEXT) Scholarship after completing the required course at the Senshu-gakko.

7. APPLICATION PROCEDURE

Applicants must submit the following documents to the Japanese Embassy/Consulate General by the appointed date. The documents submitted will not be returned.

8. NOTES

  1. More detailed information on this scholarship program is available at Japanese Embassy/Consulate General

  2. A grantee will be deprived of his/her scholarship in any of the following cases:

    1. A false statement has been made on his/her application dossiers.

    2. He/she violates any article of his/her pledge to the Monbukagaku-daijin (the Minister of Education, Culture, Sports, Science and Technology).

    3. He/she has been subjected to disciplinary action by the school or has no prospect for academic achievement (e.g. failure to achieve a satisfactory level in the Japanese language or in his/her majoring subject).

    4. His / Her status has been changed into another one than "College Student".

  3. A grantee is advised to learn the Japanese language and to have some information on Japanese climate, customs and manners, and school education and conditions in general before coming to Japan.

  4. It is highly recommended that a grantee should bring approximately US $1,000 or the equivalent to cover immediate needs after arrival in Japan.

  5. The amounts of the allowance and the arrival allowance described in Section 4 are subject to budgetary variation.
