Started in 1998 and implemented in Svay Rieng and Kampong Cham provinces, this program aims to raise rural awareness of the concept of democracy and fundamental human rights as well as to encourage the rural population to actively participate in the socio-economic development of their communities, to stand up for their rights, to respect other people’s rights, to express their opinions and take part in community development.

During public forums held in the villages, people are encouraged to express their views, raise questions relating to their daily concerns and to find common solutions.
