Social Welfare & Child Rights:
Children (and their immediate family members) living in especially difficult circumstances (CEDC), especially girls are prevented and protected from falling victim to their situation by a community-based safety-net of social security, welfare services, case intervention and awareness of Child Rights among community members.
The Program promotes awareness raising and addressing on issues specific to children and women, related to education, trafficking and prostitution, child rights, primary health care, HIV/AIDS and Reproduction Health education. The awareness raising is organised through home visits and group meetings. The International Children Day organised at community level give people living in rural areas the chance to participate with enthusiasm and to concern more about children's rights. The Sanitation Day encourages communities to apply hygiene, and using of latrine.

Intervention includes legal aid facilities to child and particularly girl victims and families in cases of child abused. Community based Social Welfare Fund Committees (SWFC) are established in all communities, which are enabled to provide referral services for health-related emergencies. SWFCs are also trained in social work and loan management to promote income-generating activities among FDCs in particularly women house head. Loan interest is used for social welfare activities in the village.

The project promotes annually public debates at provincial level on the issue of child sexual abused and law enforcement through collaboration with between Social Affairs Department and Wathnakpheap's partners. The public debates give more opportunity to empower people especially women at different levels discussing and suggesting with relevant law enforcement authorities. The debate also helps people to understand the responsibilities of the authorities and helps the authorities to understand the needs of people.

Community-based Child Protection Network renders self-help groups to be b enough to take care of their weaker members, especially children. Individuals are trained in social and health work.

As the result, for the year of 2004:
  • 3,100 FDCs have been aware on Child Rights, primary health care, HIV/AIDS, child trafficking/labor exploitation and so on.


  • 1,550 FDCs have been applying their knowledge such as sending children to school, accessing health care, improving family hygiene.


  • 456 cases (6 cases sexual abused, 15 cases trafficking, 31 cases accident, 84 cases domestic violence, 320 serious sickness) were intervened by VHVs, SWC & CYC.


  • 53 CYCs, 104 SWCs, 104 VHVs have been trained in awareness raising as well as social intervention.


  • Awareness raising have been organised through home visits, small group meeting and events at village level such as International Children Day, HIV/AIDS Day & Sanitation Day.


  • Village's fund now is available from USD3.00 to USD362.00per village for providing social intervention

Lessons Learnt 2004
  • Network between CYC, SWC, and VHV with provincial/national hospital, police and NGOs facilitate a channel among communities for intervention.
  • Channels of intervention are more effective when it is developed and accessed by villagers themselves.
  • SWCs manage village welfare fund for social intervention with efficiency manner when they take ownership.
